Job Description:

The Office of the Executive Vice President and Provost-Business Services invites applications for the position of Business Manager I in the Office of Global Engagement.  This position will oversee activities such as budget preparation and control, human resources administration, accounts payable, accounts receivable, contract and grant accounting, cashiering, travel, and Advancement gifts. The Office of Global Engagement includes International Students and Scholars Services, International Undergraduate Admissions, Study Abroad (USU faculty-led, student exchange, and direct programs), and International Programs (cooperation agreements, contracts, and grants with international institutions; and hosting international visiting scholars and delegations). This position may train, guide and/or supervise business services staff and/or student wage hourly employees, especially as international travel and in-person student activities resume.

The Business Manager I will report to the Financial Officer and be instrumental in providing business support and financial management to the assigned unit.

Review of applications will begin in early June 2021, and posting will remain open until the position is filled.  The anticipated start date is July 1, 2021.


  1. Functions as a primary business resource to the Vice Provost and Executive Director in the Office of Global Engagement.
  2. Oversees and manages daily activities and transactions within the Office of Global Engagement, including p-card, financial banner, travel, and personnel functions.
  3. Coordinates financial aspects of proposals, contracts, grants, etc. Assists staff in administering proposals to ensure compliance with federal, state, and University policies.
  4. Performs functions such as budget preparation, budget reconciliation, EPAF creation, data management, and fiscal information support.
  5. Ensures payroll is properly recorded and processed.
  6. Develops and maintains databases, e.g., Study Abroad (student application fees, deposits, program payments, late fees, refunds, etc.), International Students and Scholars Services (international student, sponsored student, visiting scholar fees), Advancement gifts, etc.
  7. May train, guide, and mentor business services staff, as assigned.
  8. Maintains annual budgets for a wide variety and large number of programs using proper accounting/budgeting methods and retains records of financial figures for comparison with estimated budget.
  9. Coordinates, designs, and implements financial/management systems for a wide variety and large number of programs.
  10. Processes tuition awards and scholarships for international students, sponsored students, and exchange students.
  11. Communicates and coordinates with other departments within and outside USU regarding financial matters.
  12. Reconciles and reviews financial statements to ensure accuracy.
  13. Commit to integrity, perform duties with diligence in accordance with professional standards and enforce university policies and procedures.
  14. Use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.
  15. Serve in the interest of Utah State University in a lawful manner while maintaining high standards of conduct and character.
  16. Handle confidential information and manage projects effectively, and demonstrate reliability and strong work ethic.
  17. Provide customer service to faculty, staff, and students and campus community in a professional manner.
  18. Performs miscellaneous job-related duties as assigned.

Minimum Qualifications:  

  1. Bachelor’s degree in a business field or an equivalent combination of education plus experience is required.

  2. Knowledge of finance, accounting, budgeting principals, and cost control procedures.
  3. Ability to develop and maintain record-keeping systems and procedures.
  4. Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
  5. Strong computer skills with a proficiency in Microsoft Excel.
  6. Ability to provide leadership, train others, and delegate workloads.
  7. Detail oriented in own work as well as in reviewing work of others.
  8. Strong written and verbal communication skills.
  9. Ability to maintain a high degree of confidentiality, sensitivity, and discretion.
  10. Ability to take initiative and to work independently with limited supervision.
  11. Ability to measure performance of self; make improvement and take appropriate corrective action.
  12. Ability to make coherent and appropriate decisions in a timely manner.
  13. Ability to maintain a positive attitude and high level of professionalism.

Preferred Qualifications:  

  1. Knowledge of USU’s Banner, AggieTime, EZ-Buy, Argos, ServiceNow and iCIMS systems.
  2. Knowledge of contracting processes and associated local, state, federal, and other regulations.
  3. Familiar with USU Policies and Procedures.
  4. Familiar with AdobeSign, PayPal and Terra Dotta Study Abroad.
  5. Experience living/working in different cultural settings.
